The smaller you make the aperture the more visible the "star" effect should be on lights and stuff at night. It seems to work better with my 70-300mm lens but that was far too close to get a shot of the castle. Tripod, of course! You can see all the EXIF data on Flickr, in this case:
Exposure: 20 sec (20)
Aperture: f/10
Focal Length: 30 mm
ISO 200
Auto white balance/FINE JPEG on camera
